Chairman of the Board

Iznik, 1965. Hayrettin Demircan graduated from Ankara University, Faculty of Political Sciences, Department of Economics in 1986. He also holds a master’s degree in Finance Options from West Coast University in the U.S. He began his career as an Assistant Specialist at the Export Promotion Center of Turkey (IGEME) and worked there from 1987 to 1989. He also served as an Assistant Specialist at the State Planning Organization (SPO) from 1989 to 1992, as a Specialist in the Undersecretariat of Treasury and Foreign Trade from 1992 to 1995, as Assistant at the Republic of Turkey Ministry of Treasury and Finance from 1995 to 2004, and as Economic Counselor at the OECD Permanent Representation from 2004 to 2007. Appointed as Private Secretary to the Minister of Treasury and Finance, Mehmet Şimşek, from 2008 to 2009, Demircan later took office as the head of the EU OECD Department at the Ministry of Treasury and Finance, Banks and Foreign Exchange General Directorate, from 2009 to 2011, and Assistant General Director in charge of Finance Industry Relations and Foreign Exchange at the Ministry of Treasury and Finance from 2011 to 2016. Serving as the Deputy Undersecretary at the Ministry of Treasury and Finance since December 9, 2016, Demircan was elected to the Board of Directors of the Bank in August 2018, and he has been the Chairman of the Board of Directors since December 2018.

Ankara, 1977. Hakan Ertürk graduated from Ankara University, Faculty of Political Sciences, Department of Economics in 2000. He earned his master’s degree at the University of Illinois in 2008 and completed his Ph.D. dissertation titled “Investment Preferences in Venture Capital Industry and Analysis of Interventions to Enterprises Based on Corporate Governance: Venture Capital Practices in Turkey” at the Business Administration Department of Ankara University in 2018. Ertürk began his professional career at the Central Bank of the Republic of Turkey in 2000. From 2000 to 2004, he worked as an Intern-Treasury Controller at the Ministry of Treasury and Finance, and later as Treasury Controller (2004-2007) and Internal Auditor (2007-2012). From November 21, 2011, to November 10, 2016, he was the Head of the Financial Instruments and Market Development Department at the Ministry of Treasury and Finance. Ertürk has served as Acting Director-General of Financial Industry Relations and Foreign Exchange at the Ministry of Treasury and Finance since November 10, 2016, and Board Member at the Development and Investment Bank of Turkey since January 2017. In December 2018, he was appointed as the Deputy Chairman of the Board of Directors.

Şanlıurfa, 1969. İbrahim Halil Öztop graduated from the Industrial Engineering Department of Middle East Technical University in 1991 and received his master’s degree in Business Administration from Bilkent University. Öztop began his career as an Assistant Executive in the Corporate Financing Department of the Industrial Development Bank of Turkey in 1995 and worked there until 1999. Then, he served as head of Corporate and Project Finance at Körfezbank from 1999 to 2001, as Investment Banking Group Manager at the Industrial Development Bank of Turkey from 2002 to 2006, as Executive Director at Osmanlı Yapı Şirketleri from 2006 to 2010, and as Executive Vice President of Corporate Finance at Garanti Yatırım Menkul Kıymetler A.Ş. from 2011 to 2018. In August 2018, Öztop was appointed as the Chairman and CEO of the Development and Investment Bank of Turkey, and he has been serving as a Board Member and the CEO of the Bank since December 2018. Furthermore, he is a Member of the Board of Directors of the Association of Development Financing Institutions in Asia and the Pacific (ADFIAP).

Izmit, 1965. Salim Can Karaşıklı graduated from Boğaziçi University, Faculty of Economics and Administrative Sciences, Department of Business Administration in 1989. He served as CEO at Toprak Faktoring and Toprak Leasing from 1994 to 1999 and CEO at CBank ftom 1999 to 2004, and he was a Member of the Board of Directors at BankPozitif from 2004 to 2006. Karaşıklı has been a Member of the Board of Directors at Baylas Otomotiv A.Ş since 2009, an Independent Member of the Board of Directors at Marshall Boya since 2014 and an Independent Member of the Board of Directors at Çemtaş Çelik Makina A.Ş. since 2018. He has been a lecturer at Istanbul Bilgi University since 2001 and a Member of the Board of Directors of the Bank since August 2018.

Erzurum, 1975. Kemal Çağatay İmirgi graduated from Ankara University, Faculty of Political Sciences, Department of Economics in 1997 and received his master’s degree in Business Administration from the University of North Carolina at Chapel Hill. İmirgi started his career in 2000 at the Foreign Economic Relations Directorate of the Ministry of Treasury and Finance. He served as Treasury Assistant Specialist and Treasury Specialist from 2000 to 2010, Branch Manager from 2010 to 2011, Head of Department from 2011 to 2014, and Executive Vice President from 2014 to 2017. Since 2017, İmirgi has been the Acting General Director of the Foreign Economic Relations General Directorate. Since December 2018, he has been a Member of the Board of Directors at the Bank.

Samsun, 1970. Turgay Geçer graduated from Istanbul University, Department of Business Administration in 1991. He earned his master’s and Ph.D. degrees from the Institute of Banking and Insurance at Marmara University. He was a Second Level Manager at the Directorate of Projects at Al Baraka Türk from 1991 and 1997. Geçer worked as Finance Coordinator at the Orion Asya Group from 1997 to 2001. He was the Head of Risk Management at Family Finans Kurumu A.Ş. from 2001 to 2005, then the Head of the Risk Management Group at the Republic of Turkey Ziraat Bankası A.Ş. from 2005 to 2007. At Aktif Yatırım Bankası A.Ş., Geçer was Deputy General Director, Member of the Board and Member of the Audit Committee from 2007 to 2009. He then worked as a project manager and Advisor to the General Director at Belbim A.Ş. from 2011 to 2015. He was an assistant professor at Istanbul Sabahattin Zaim University from 2010 and 2018 and has been an associate professor at Istanbul Şehir University since 2018. Geçer has been a Member of the Board of the Bank since 2019.
